Looks like you have to pass safety and emission standards set by the "Norwegian Public Roads Administration" which are unfortunately not in English so I can't find them. This administrations website is:

As far as the other things:
* No Duty fee
* Registration tax
* VAT on the customs value of the vehicle
* Recycling deposit
